## Why the last row matters most

No money is the easy part. **The load-bearing disclosure is that nobody has spoken to them.**

Everything on this site about what UnGovr intend, need, or would want is **inference from what they publish**. Where a page says the cross-references would be cheap to expose, or that putting `open_records` in the bulk files is the single cheapest improvement to their surface, that is our reading of their published data and nothing more. They may have reasons we cannot see. They have not been asked.

**Whether to tell them before publishing is [handback item 7](/briefs/).** The licence permits this with attribution and asking is not required — and asking is probably right.

## What this site is not

It is not an audit. UnGovr publish a public good under CC BY 4.0 and work from outside government, which is this estate's own position in their words. **A page that reads as a nonprofit being audited by a stranger has failed**, and there is a build check that refuses the vocabulary that would do it.

It is not a critique of the model. [The missing edge is exactly right for their stated purpose](/#what-the-atlas-is-before-anything-else), which is helping a person reach their government. It is one hop short of what everybody downstream needs, which is a different thing.

## One word this site does not use

There is a word for a commercial alliance, beginning with "p", that vendor pages reach for
constantly. It appears nowhere on this site about UnGovr, and a build check enforces its
absence. **A report is not a relationship**, and borrowing the vocabulary of one is how a
reader ends up believing in a connection that does not exist.

## Trademarks and attribution

"UnGovr" identifies the API this site reports on. All trademarks belong to their owners. UnGovr's Atlas and law corpus are used under **CC BY 4.0**, with attribution to UnGovr. {{claim:licence-ccby}} This site's prose is published under the same licence; the code that builds it is Apache-2.0.
